About the County

Howard County is located in Central Indiana, about 50 miles north of Indianapolis. The county seat is Kokomo. Other communities include Alto, Cassville, Center, Darrough Chapel, Greentown, Guy, Hemlock, Indian Heights, Jerome, Judson, Kappa Corner, New London, Oakford, Phlox, Plevna, Poplar Grove, Ridgeway, Russiaville, Shambaugh Siding, Shanghai, Sycamore, Vermont, West Liberty, West Middleton.

  • Howard County was formed from the Miami Indian Reserve in 1844. It was originally Richardville County, named after the Miami chief, Jean Baptiste Richardville. The name was changed to Howard County in 1846, making it the only Indiana county to change its name by legislative enactment after formation.

    Museums and Historical Sites in the area include the Greentown Glass Museum, the Elwood Haynes Museum, and the Howard County Historical Museum/Seiberling Mansion.

    The County Clerk holds the marriage, divorce, probate and civil court records from 1844. The County Recorder holds the land records, and the County Health Department has birth, death and burial records.

    If the Birth or Death occurred between 1875 and 1920, the record will be recorded in the Master Index Books in the office. The Kokomo-Howard County Public Library has the master indexes available on microfilm. If the birth or death occurred after l920, you must provide enough information so they can locate the record. All records are listed in date order. The date requested should be within a one-year timeframe if possible.

    Prices as of 2006 were:

    • Certified Birth Certificate: $6.00
    • Certified Wallet Laminated Certificate $8.00
    • Regular Death Certificate: $7.00
    They cannot accept personal checks; please send a money order or cashier's check and a self-addressed, stamped envelope.
